1) Register domain, purchase hosting account, install blog, create and integrate design and so on.  The most popular solution for blogs is Wordpress. In this case most probably you will not manage without professional help.
2) You can also use a free service. The most popular are  http://www.livejournal.com/ , https://www.blogger.com/ . Good luck!
